Everyone is immediately looking at this suspiciously, and fair enough I guess, but it’s not really that unbelievable under totally legitimate circumstances.

Not metro PD but, 

We’re scheduled to work 3-4 12 hour shifts per week. On a lot of our days off we end up having court. Court can be an hour or it can be like 5. Most of the time we have administrative shit to do. If we can’t get it done during the day because of call volume or whatever there’s like another hour or 2 of overtime. If there’s a really wild call or you get stuck on a homicide that 12 hour day just became a 16, 18, 24 hour shift. 

My department is super understaffed. I end up picking up another shift or occasionally 2 almost every week. 

We also have special duty assignments. When you see a cop in uniform sitting in a bank he’s probably on a special duty assignment on his day off and those can pay like double our base pay because that money is coming from a contract between the bank and the city as opposed to the regular police budget. If I had to guess that’s how this guy made his money.

I’m probably really close to doubling my base salary in OT without trying.

Edit to add, yeah I mental mathed it. If this dude works the same shift rotation I do and he picked up special duty assignments on most of his weekdays off with a little occasional regular overtime he absolutely would’ve made what he made and still would’ve had a few days actually off work.

Edit again, yeah sure, alternatively dude could’ve been deep into overtime fraud. I’m not making a claim either way. Just sharing that it is totally within the realm of possibility that everything here is legit.

In general, if you have people working overtime every week, you are understaffed and it's costing you a lot of money - regardless of industry.

Whether this is fraud, it's certainly mismanagement. The city could probably increase the number of officers by 50% and save money just in the saved overtime.

Where I worked in the past the watch had to be filled every day. So you can volunteer for overtime but there is too much overtime for the people who want to volunteer so people are ordered over. Basically told you can’t go home. The people who just want to work their shift love the volunteers. Now all this goes out the window in emergencies everyone can be made to stay or come in for however long.

Nuts! First, why isn’t a a police role a highly paid salaried job with bonuses etc versus hourly.  Dumb.  Imagine if Soldiers, Sailors, Airmen and Marines were hourly.  Imagine!

But, let’s start from a supporting positive position on this. 

Being a police officer is a damn hard job and if they are doing it well and for extra hours then all of that overtime pay still isn’t enough for the personal sacrifice being made by them.  

If there is suspicion then the answer is to look at performance reviews and outcomes of these officers comparable to other officers with less time.  

The additional salary is mice nuts if outcomes and performance are in the top of the force.

If performance and outcomes are comparable to the average then an assumption can be made that this additional salary is not fair to the other officers and a new approach needs to be considered.  

The other consideration or approach is role.  

Are these officers in leadership  or critical roles in 

Special Operations
Youth and Family Services
Criminal Investigations
Narcotics and Special Investigations
Intelligence
Internal Affairs? 

Roles important to the force where the officer is essentially on duty, leading, or on  call all the time.  

Policing isn’t a job you mentally ever turn off.  Again, why this is an hourly wage job in the first place makes zero sense.

I always see people getting upset when others make money doing overtime. Remember that a lot of these people are away from families doing 12 hour days while others work only 8. It's not free money.

What blows my mind is I worked basically 24 hrs everyday in Iraq for a year. I was on called. And I think I made a grand total of $48,000.00 USD. 

Like this type of money they are making. I can see why corruption can run deep. How is he getting paid more than his boss? Like his boss is just signing off. Does he not have a family? Just this morning NPR was running a piece in tandum with this story about recruiting challenges faced by the MPD and how officers are quitting due to forced OT for events such as protests and permitted groups around the City - often just sitting around with nothing to do. So that 13 hour day is more like 5 hours of OT sitting in a cruiser, standing on the corner or back at a station waiting to be deployed or assigned somewhere. Not a bad gig, few years of that and you'd have a nice nest egg.

MPD is generally going to handle any day to day policing tasks in DC. If you call 911, MPD is the agency to show up practically all the time with a few exceptions. 

 Capitol, Park, and Uniformed Secret Service are all fully commissioned federal law enforcement agencies and have the authority to pull you over, however they have limited patrol resources. These agencies will respond to calls if they are in their limited areas of responsibility like the Capitol grounds and its associated office buildings, the White House grounds, and Rock Creek Park. Regardless, these calls generally go to DC OUC first and are then called in by OUC to the respective agencies dispatcher.

All of this being said, complying with whatever law enforcement agency is the best thing to do when they are trying to take action. Even Catholic University Police have the authority to pull you over sometimes.

They definitely overlap. Park Police basically have jurisdiction anywhere around the DC area…

There is a Capitol Police jurisdictional map online you can find very easily and I’m pretty sure they have authority outside of that map depending on what type of crime is committed that they see. And they will absolutely pull you over and arrest you for traffic issues in their jurisdiction, it’s happened to me before.
